RRVS Strategy published for consultation

The Recruitment, Redeployment and Voluntary Severance (RRVS) Strategy for population of the new senior management structure in ESA has now been issued for consultation.

Its publication follows discussion with Chief Executives, and detailed engagement with HR Managers and Trade Union Side (TUS) representing all the education sector organisations.

The purpose of the strategy is to set out the arrangements for recruitment, redeployment and voluntary severance to ensure the successful population of the new senior management structure in ESA and create an efficient and streamlined organisation, in a manner that makes best use of the available resources.

The RRVS Strategy has been subject to equality screening and has been screened out. The RRVS Strategy and completed Equality Screening template can be viewed via the links below:

Both of these documents are now published for consultation until 30 April. Comments should be sent by that date either via email to deborah.cunningham@deni.gov.uk; or, by post to Deborah Cunningham, ESAIT, Forestview, Purdy’s Lane, Belfast BT8 7AR.

All recruitment within ESA will be conducted in accordance with PSC guidelines and the agreed Codes of Practice.

The arrangements for populating the new structures below senior management level will be developed and brought forward in due course, after consultation with the HR managers of the current organisations and TUS.

Application of the Strategy

The RRVS Strategy will be used in the recruitment to the Director Structure which is planned to commence in April 2009.

In advance of that recruitment, expressions of interest in voluntary severance will be sought from senior staff in the current education organisations. Subject to necessary approvals, it is planned to seek expressions of interest during March 2009.

Expressions of interest in voluntary severance for staff below senior management level will be sought in due course as detailed organisational structures are developed and arrangements for populating these new structures are put in place.
