February briefing for ELB Chief Executives

At their latest meeting with ELB Chief Executives, Gavin Boyd and Will Haire covered areas such as change management, convergence and the legislation for ESA.

Gavin Boyd confirmed that change management workshops are being planned for April 2008 and that RTU was assisting in the running of these events.

Following on from the Minister’s announcement on the creation of working groups in Education Quality and Children’s Services, Mr Boyd stated that he will set up convergence boards on both of these issues. The Terms of Reference for these boards will be established soon. These will be provided to Chief Executive Officers for their March meeting.

The Outline Business Case will soon be delivered to the Department of Education. Phase 1 will have efficiencies of £20 million per annum by Year 3. These efficiencies will be driven by the reorganisation of management and the streamlining of back office services;

Mr Haire informed the Chief Executive Officers that the Terms of Reference for the Workforce Review are currently with the Minister and that the Department of Education intends to proceed on this exercise as soon as possible.

With reference to the RPA legislation, Mr Haire indicated that the first Bill is ready and will be presented to the NI Assembly before the summer.
