Competency Framework

The Education and Skills Authority (ESA) will provide an excellent education service to enable all young people to reach their full potential.

The Competency Framework has been developed in consultation with the existing organisations and Trade Union Side.

Vacancy Control

A Vacancy Control Policy was first put in place in October 2006 across all education sector employers. Its purpose is to ensure that all reasonable steps are taken to safeguard and secure the employment of existing staff within the Education Sector and reduce the risk of redundancies as a result of decisions arising from the Review of Public Administration (RPA).

The failure to reach agreement on a date to establish the Education and Skills Authority has led to the operation of the Vacancy Control Policy across the organisations for longer than originally planned. The transitional arrangements and a Convergence Delivery Plan put in place by the Education Minister in the interim period until ESA is established, will have implications for organisations in terms of existing structures and staffing levels therefore it continues to be of the utmost importance that the employment of existing staff is safeguarded.

RRVS Strategy

The Recruitment, Redeployment and Voluntary Severance (RRVS) Strategy for the Creation of ESA Senior Management (Director and Assistant Director) sets out arrangements for recruitment, redeployment and voluntary severance to ensure the successful population of the new senior management structure in ESA and to create a streamlined organisation, in a manner that makes best use of available resources. Arrangements for populating new structures below senior management level in ESA will be developed in due course for consultation with employers and trade unions.

Staff Transfer Scheme

Staff Transfer Schemes have been developed in accordance with statutory requirements and set out the arrangements for the transfer of staff from the Education Sector RPA affected group into ESA. They confirm that existing contractual terms and conditions of employment will be protected from the date of transfer, in accordance with the Transfer of Undertakings (Protection of Employment) (TUPE) Regulations 1981 and 2006. Staff Transfer Schemes have been developed and agreed with trade unions and relevant employers and have been equality screened.
