About ESAIT
The ESA Implementation Team was established in the Department of Education during the summer in 2006. We have been established to support the Chief Executive (Designate) to establish the new Education and Skills Authority.
We were based in Rathgael House until February this year, when we moved with the Chief Executive (Designate), Gavin Boyd, to office accommodation in Forestview, Belfast.
Objective
‘To establish, by April 2009, an Education and Skills Authority which operates effectively and is positioned to secure the expected efficiencies and improvements in the delivery of education services.’
Key Aims
To contribute to ensuring a quality service is maintained in the delivery of education provision and support services through the transition period.
To support the Chief Executive (Designate) of ESA in building the new organisation including:
- Overseeing the appointment of the Governing Board and Senior Management Team;
- Working with the Chief Executive (Designate) and Senior Management Team to identify suitable accommodation for ESA Headquarters;
- Identifying, through scoping studies and audits of current provision, the steps needed to ensure the necessary financial, accounting and administrative systems are in place to support the effective functioning of ESA from 1 April 2008;
- Identifying best practice and models of organisation and delivery to inform the development of ESA;
- Scoping the potential for the development of regional services in appropriate areas in preparation for the creation of ESA;
- Contributing to the identification of the level of efficiency gains expected over the CSR period; and
- Working with the Chief Executive (Designate) to draw up and implement a change management strategy across the affected organisations in preparation for the establishment of ESA.
